Considering even Jiren struggled somewhat against Cage of Time, Toppo probably wouldn't be able to overcome it. If this fight is under ToP rules, Hit wins. If not, Toppo may be able to escape eventually, though Hit would adapt to his level in such time and eventually defeat him regardless.

Wasn't Jiren heavily surpressed when he fought hit and Toppo was above that Jiren? Also wouldnt Toppos Hakai energy be any useful for toppo?

Initial Jiren should still be above Hakaishin Toppo, seeing as how Goku's 2nd usage of UI against Kefla was at best slightly above him and Toppo said Jiren was able to analyse the depth of Goku's power from the Kefla fight, implying his 3rd use of it wasn't much stronger than the previous two and thus, SSBE Vegeta and GoD Toppo would be significantly below it.

Since Hit's Cage of Time is the energy of accumulated time, I doubt Toppo would be able to erase it in any capacity without having enough power, which he most likely wouldn't.

As for the thread. This is a tough one since Toppo requires time to charge the Hakai before to unleash it but Hit can just dodge it by his time skipping. Unless Toppo is strong enough to overpower Hit's tricks then I'll give it to Hit.

UI Goku could be stronger than Kefla by a lot but his offensive style is too weak. He was owning Kefla easily but unable to finish her for obvious reason. So no reason to make Jiren boost too small just because Goku's power placement. Beside, Jiren's power up was said to be great.

Vegeta's power up to 18k was treat as great, despite it being less than a 10% boost.

Kefla was already stated to have Ki surpassing that of Goku's first UI usage and nobody treat Goku as having become vastly stronger upon using it for the second time. If anything, it was implied Kefla's strongest attack surpassed him in terms of raw power.

Anyway, both Goku and Kefla powered up that surpasses initial UI Goku which catches Jiren's attention. The more Kefla powered up, the more it draws Goku's power up too. Both were breaking the stage at that point. So I think Jiren only managed to catch up with that once he powered up later. So in other words, both Goku and Kefla have a monsters power ups.
