Considering SS2 Goku had better durability feats than Ultimate Gohan, I'd be inclined to say SS3 Goku should take this. The only problem for him that Boo's unlimited stamina is the perfect foil to SS3's stamina drain, which could give Boo the win if the Ryu-ken is banned.

I think finding some explanation to nerf M13 Gohan/Gotenks (mystic boost lost, poor fusion execution) is
easier than finding a way to hax M13 Goku.

At this point in the anime, SS3 Goku had already surpassed Gohan. No need to nerf him.

I have no problem including the Ryu-ken, since it balances out Gohan Boo's regen and stamina.

In that case, Goku one-shots.
You think the Dragon Fist would put Boo away right off the bat?

Most of the villains Goku has used it against were dependent on some kind of internal organs or inner workings, even taking GT into account.

The Dragon Fist relies on punching a giant hole through an enemy, to put it in what is perhaps an overly simplified way. Even Super 17 needed his torso. Piccolo too. At least in order to continue the fight.

Would that be the same with Boo?

I'm not arguing that Goku could put Boo away with it. More so, that it doesn't rely on total disintegration to defeat the enemy.

Boo might have a head left. Or an arm or a leg. Or any number of them.

Sorry, man. I'm being way nitpicky here, lol. Just that it might be a several shot deal on the part of Goku, ending with RYUU-KEN!

The Ryu-ken seems to produce enough of a good explosion radius that Boo would be completely engulfed. Unless he plays it smart and removes a portion of his body beforehand, I don't see him coming back from it.

The movie was released before that

I also hate when people say he overpowered Gohan

He was shown sweating while Gohan was not

SSJ Goku but still was relatively more powerful than Mystic Gohan, Vegeta as SSJ Gotenks beating SSJ3 + Piccolo (extremely axed). When Goku was losing against Buutenks SSJ3 was clearly before it merged with Vegeta. For while when I was pitted against Gohan, it was after the merger and remained a part of the power of Vegetto.
