Gohan states "He's still just as much of a challenge as the last time we fought"

Based on feats and a statement, this is a chain that we can all agree upon:

Gohan Base (M10) =/= Broly SSj =/= Broly Lssj (M8)

However, Gohan & Broly both have SSj2 & Lssj! So now the chain becomes:

Broly Lssj >> Gohan SSj2 (M10) > Gohan Mssj (M10) > Gohan Base (M10) =/= Broly SSj =/= Broly Lssj (M8)

So numerically, it would look like:

Gohan (Movie 10)
-Base 3,000,000,000
-SSj 150,000,000,000
-SSj2 300,000,000,000


Goku (Boo Saga)

Hokuten, where do you chronically place M10? Do you agree with my theory it's placed in a universe where SSJ3 Goku killed Fat Buu (along with
movies 11 and 12)? I think it makes the most sense, considering Videl knows about dragonballs.

I'd go with the theory that Goku killed Fat Boo.

Also I was purposely bloating Gohan as much as possible here xD

If Gohan says "He's still as much as a challenge as last time we fought" referring to SSj Broly then that'd be SSj Broly equal to SSj Broly from the last movie. Gohan knows that Broly can transform, so the phrase "he's as much of a challenge as last time" is incorrect if SSj Broly from movie 10 is stronger than LSSj Broly from movie 8, in that case he'd be a much BIGGER challenge.

I'm pretty sure Gohan actually only says "he's as bad a monster as ever" though. That could just be referring to his ruthless personality, not his strength.

Even if it was "as much of a challenge", that doesn't imply the same strength, it would imply the same gap between them. Freeza from RoF is about as much of a challenge to SSjG Goku as Freeza was to SSj Goku back on Namek. Technically he's slightly more of a challenge since Golden Freeza was stronger than Goku in this case, but the point remains that despite Freeza's huge power up, the level of challenge Goku had to defeat him was barely increased.

Actually, it's entirely subjective. One can argue that it's a reference to his Super Saiyan form, while another can argue that it's a reference to his Legendary Super Saiyan form. Both arguments are entirely valid. Because I'm trying to wank Gohan here, I'll stick to the second option haha.

Gohan makes the comment that he powered up greatly since then and clarifies that Broly is still as much as a challenge as he was before. Regardless of how you slice it, Broly got a pretty big power-up. That and he was noted as being stronger than Goku (Boo), but who cares.

I don't disagree that Broly got stronger, or that Gohan was a Super Saiyan 2. You're right on the mark with those.
