You probably need to nerf Vegeta after he loses his tail or bump up Gohan's enraged state vs. Vegeta. Gohan was able to go toe to toe with him for a bit.

I can probably Nerf Vegeta to 4,000 while Gohan that was fighting him can be 2800. Would that work?

I think Yajirobe is lower than 1,000 because he wasnt training hard like other Z-Fighters.
Also i will put Nappa 7,300 - 7,800 - He forced Goku at 8,000 to use the KK attack. Goku even said the fight could go on all day if he didnt use it.
Rest is good imo, even if you didn't use Daizenshuu 7 power levels.
