Stops at King Cold. I have Goku around 60% Frieza here. If FPSSJ is the regular SSJ multiplier, he one-shots Mecha Frieza but gets one-shot by Android Saga SSJ Goku.

There's clearly two camps here. Some people think he's at or below Frieza, other people think he's Android-tier. What's the difference?
