Dragonball Super follows the following chain:

Goku SSj3 > Ultimate Gohan > Gotenks SSj3 > Super Boo

So it's entirely possible for Goku's Base form in Super to be equal to or around his SSj3 form from the Boo Saga and still replicate what Vegeta did to Gotenks SSj3.

Beerus: "It's been a long time since I've used 10% or so of my full strength. Well, this was more fun than with that Saiyan over at North Kaio's place."

Despite fighting Ultimate Gohan Beerus states that that Saiyan on North Kais planet was the most fun he's had up until Raging Vegeta. Fun is always synonymous with strength in Dragonball.
