Goku (BoZ) vs Piccolo (BoZ)?

While we know that the PL were 416 vs. 408. But Piccolo had an advantage because of its Makankosappo that was more powerful than the Kamehameha, but Piccolo could only throw 2 Makankosappo and lingered more in loading, therefore could happen anything. This is assuming that Raditz was not Earth and that day had challenged Goku Piccolo. Who believe they have won the battle?

Makankosappo takes to long at that point in time there is a possibility he wanted to master it to the point where it was a matter of seconds which is why he had not decided to fight Goku yet. Charge time is too slow and Goku is stronger so Goku will win IMO.
