in japanese version goku offered bulma to older kai easily and resoned that bulma has bounce and chichi does have bounce . justify this scene.
did goku knew offering was wrong or he already saw bulma and roshi things . did he think chichi isn't attractive. how he is still pure hearted or he was out of character

Goku has enough pragmatism to know giving Bulma to Rou-Dai Kaioshin to feel her up (or see lewd photos of her in the anime) was a small price to pay compared to saving the universe, something he even makes apparent to Gohan. He'd already seen Bulma was willing to sell herself out for more frivolous and unimportant things in their early adventures, so him deducing she'd be okay with it is far from out of character. Goku has been shown to quickly catch onto situations when not naive and have some good critical thinking skills, so deducing Bulma was more the type of someone similar to Roshi like Rou-Dai Kaioshin was rather than Chichi makes sense.

It's weird that Goku mentions saving the universe but he had already introduced fusion, which he was very confident in succeeding.

He was still making a gamble when it came to the kids learning fusion in time and didn't know Gohan was still alive, not to mention the ritual would've taken less time than the kids learning fusion from what Goku estimated.
