Goku/Piccolo vs Raditz

I think Weighted Goku/Piccolo > 23rd Budokai Goku/Piccolo despite the anime line, which is what we've all thought anyway.

But here is some proof.

Goku expects his Unweighted Power + Piccolo's Weighted Power. He had no idea that Piccolo had powered up and had heavy weights on.

Goku states that they have a little bit better of a chance now after seeing Piccolo's unweighted power.

Also, Goku never thinks Kamehameha can finish Raditz, but it seems to be on par with Powered Up Raditz and FP Raditz blocking it shocks Goku indicating another power up.

FP Raditz > Powered Up Raditz > Kamehameha > Initial Raditz > Goku/Piccolo W/o Weights Team > Goku W/o Weights/Piccolo Weighted Team > Goku/Piccolo Weighted

So it sounds like Weighted Goku/Piccolo might not have been training hard. But their unweighted power proves they've been training desperately.

Also, it would be weird for no power difference between 23rd and Boz Weighred.

So I think you apply a basic 1.33x boost or something.

Yeah it should be significant but not an out of this world boost. I could see it being 1.5x given that they had 5 years.
