Buu Saga SSJ Goku is stronger (but not by much) than Cell Games SSJ Gohan, whereas Cell even before reaching his Full Power is above said Gohan.

Cell also told Goku that his Kamehameha trick wouldn't work anymore, so that's also not a viable option.

Goku gets slaughtered. Full Power Perfect Cell is on the low end of SSJ2 tier. Goku is only somewhat better than Cell Games Gohan here so he has no chance.
