Same as most have said above. His statement of never imagining such a world could exist easily places him far above SS3 Vegetto or Potara Gokhan, with his Universe level feat just making it all the more obvious.

Ehhhh, that could be taken to mean Goku himself never could've gotten that strong, but fusions wouldn't be included.

Most translations have the line as roughly "I never knew such a world existed", such as any of Funimation's handlings of the line, so I'd say that's definitely the right translation. The Viz one's probably them just changing things a little as they always do.
