No he didn't. Firstly, it was Krillin who said "He's the same as ever". Secondly, he was referring to his personality, not his power. Thirdly, why would Yamcha/Krillin be stupid enough to think Gotenks was the same as Pre-RoSaT when they know Gotenks trained there.
