Wait, I just noticed I was reading the title wrong. I was thinking Goku vs Zamasu + Vegetto 
Still, I think Vegetto can tank it. The last time I made a list from the Anime, it was this:
SSJB Goku: 1
~ Kamehameha: 5
Merged Zamasu: 1 or 2
~ Holy Wrath: Between 2.5 and 5
Vegetto: 20

I think Kaio-Ken x10. I doubt only 2x would make him so much stronger than Zamasu.

Merged Zamasu alone is enough to give Vegetto a run for his money IMO, however Goku is too weak to help, he basically exerted himself to beyond ordinary levels and destroyed his arms to basically just make Zamasu get angry. I can see Vegetto overpowering both.
Does the Holy Wrath has an stated multiplier every time Zamasu uses it? He also used it against Vegetto Blue, yet he effortlessly destroyed it, while he was able to afterwards keep up with him.

Nope. But he already tried one that Trunks and Vegeta deflected, so this one is probably stronger since he’s a bit more serious.
