One reason for a lot of people having Chi-Chi at a low-level is shrugging off her fight against Goku as nothing more than to bring humor in order to break the tension thus rendering her showings within the fight meaningless. I know I shouldn't let it get to me but it does.
Some have even compared the fight in a similar vein to Nam vs. Ranfan or Bulma slapping Goku due to Goku making "silly" faces and he wasn't really having any problems avoiding her attacks just confused af to what she's talking about so he acted in a funny matter... which I think is totally not fair. Ranfan was a gimmick fighter who's only real sort of strength came from her sexuality which she uses to make men drop their guard and we should know Bulma can't logically hurt Goku... given the focus was towards her dishing out 'punishment' to him (which is sorta her shtick towards the males). Goku vs. Chi-Chi was there to give hype to Chi-Chi (otherwise everything stated in regards to her abilities would be redundant) and Goku wasn't even avoid her attacks in a goofy fashion (unlike Gohan in that filler fight between Gohan vs. Videl).
And the biggest contribution to this belief is how Goku beats her. He does this without even touching her, and still worries he may have went too far. Of course this ignores Krillin, Yamcha, and Muten Roshi's shock at the move (Roshi himself had a bit of trouble comprehending it)... and Piccolo specifically mentions it as a technique his Mazoku uses.
Is this just that Chi-Chi can't legitimately do anything good in people's eyes, is it because she was up against Goku, or is it all true?
