One reason for a lot of people having Chi-Chi at a low-level is shrugging off her fight against Goku as nothing more than to bring humor in order to break the tension thus rendering her showings within the fight meaningless. I know I shouldn't let it get to me but it does.

Some have even compared the fight in a similar vein to Nam vs. Ranfan or Bulma slapping Goku due to Goku making "silly" faces and he wasn't really having any problems avoiding her attacks just confused af to what she's talking about so he acted in a funny matter... which I think is totally not fair. Ranfan was a gimmick fighter who's only real sort of strength came from her sexuality which she uses to make men drop their guard and we should know Bulma can't logically hurt Goku... given the focus was towards her dishing out 'punishment' to him (which is sorta her shtick towards the males). Goku vs. Chi-Chi was there to give hype to Chi-Chi (otherwise everything stated in regards to her abilities would be redundant) and Goku wasn't even avoid her attacks in a goofy fashion (unlike Gohan in that filler fight between Gohan vs. Videl).

And the biggest contribution to this belief is how Goku beats her. He does this without even touching her, and still worries he may have went too far. Of course this ignores Krillin, Yamcha, and Muten Roshi's shock at the move (Roshi himself had a bit of trouble comprehending it)... and Piccolo specifically mentions it as a technique his Mazoku uses.

Is this just that Chi-Chi can't legitimately do anything good in people's eyes, is it because she was up against Goku, or is it all true?

I think people call it a gag fight because it's poking fun at Goku's lack of understanding the world such as him thinking a bride was something you eat. That said, the actual fight and Chi-Chi's feats in the fight were meant to give praise to her abilities as Roshi said she is a legitmate martial arts master.

The only thing I don't like is when people claim Chi Chi made Goku sweat, so she must be good. He's sweating because he's confused as fuck by the situation. Characters sweat in Dragon Ball all the time. If you actually go through a chapter and look out for it, you'd find that characters will sweat about ANYTHING. Krillin sweats just watching the fight because he's just as confused as Goku. Even Tien had a lot of trouble making Goku sweat.

Chi Chi is obviously strong, but just how strong isn't all that easy to figure out. She knows Goku is a regular at the tournament if she knew he'd be there that year, so it could be argued that she's at least stronger than 22nd Budokai Goku if she's been stalking him.

It's not a gag fight, however, it'd be wrong to believe the sweating is consistent, since Roshi noted Goku wasn't breaking a sweat during his fight with Tenshinhan. I'd still place Chichi above Chaozu and Yajirobe at this time. Anime-wise though, she's Daimao tier based on Piccolo believing he'd see Goku's full power from this fight.

I bet if it were Videl... people'd be all over it like gravy on mashed potatoes.

No, but it's reasonable to assume she did considering all the Z-Warriors analyzed their opponents' movements during the preliminary rounds and Goku is more or less the whole reason she's at the Tenkaichi Budokai in the first place.

She definitely saw it in the anime, though.

Personally, I find it more unreasonable to argue she didn't see the match than to argue that she did. It's not explicitly shown (though I doubt Toriyama would waste a panel just to show a character he didn't even reveal yet just casually watching a match), but it can easily be inferred considering the whole reason she was there was for Goku.

You can say she didn't if you want, though I don't see a reason for it.

She was angry at at him for not remembering her prior to him fighting Chapa, so it's not a strech to say she avoided him. You know how women are.

How did Chi Chi get strong? She should not be stronger than Chaozu at all... I would not say Chaozu is that weak
