Goku vs Ginyu

Ginyu in the anime says Goku is a lot stronger than he expected. Is 65k still not enough to make this quote work?

Maybe he was 70k.

If you are abiding by the logic of Vegeta expecting Goku to be 6,500, yet in disbelief when he reached 8,000, then Goku doesn't need to be more than 65k.
