I would go with Chun due to his battle experience and using the Lightning Surprise which Goku won't be able to get out of without Oozaru.

Goku was one step ahead because he's a better fighter. That's generally what happened in all of Goku's big fights imo. They were equal and Goku was the better skilled fighter.
