Yeah, pretty much what Ryan has said.
Goku and Kuririn were initially more or less evenly matched, and the latter could even get some good shots in when making use of strategy, like temporarily blinding Goku when using his "Moon-head" and the Sun light. Then, upon seeing Kuririn could keep up rather well with his strength, Goku decided to show more of his powers and get a bit more seriously.
He then started to easily dominate Kuririn who, upon seeing he had no chance in a hand to hand combat, decided to exploit Goku's tail and then, when seeing that didn't work, decided to do the "look at that" trick. Goku then says such cheap tricks aren't fair and gets told everything is fair into a fight... Goku gives it for granted and showcases a speed that is so fast nobody but Tenshinhan could see him. He then lands consecutive shots with strength enough to throw Kuririn out of bounds. His strength when disqualifying Kuririn was such that Tenshinhan thought he would have an entertaining match, and even Kame-Sen'nin stated he might have been surpassed.
And then, moving onto Goku vs Tenshinhan, we learn that Goku had been holding back all the time, and only using his match level so he wouldn't kill his opponents. His battle level was even described by Tenshinhan as a "whole other level" or something like this. So, all in all, we'd have something like:
Kuririn : 4
Goku (initially) : 4
Goku (more serious) : 5
Goku (finishing Kuririn) : 7
Goku (full power) : 10
