Super Saiyan 2 and 3 have seemingly become like Super Saiyan Grade 2 and 3. They force the user to get stronger at the expense of a-lot of energy drain, this is probably why Old Kaioshin said Super Saiyan was the wrong way of doing things. Additionally, Toriyama also notes that Goku probably won't become a Super Saiyan 2 or 3 anymore, because using good ol' Super Saiyan saps less strength.

Super Saiyan 3 was the maximum strength that his body could produce. So it's logical that even his Base form Post-God is still limited by this physical barrier. Hence why EOZ Goku is still having trouble with Oob in his Base form, despite becoming a god and undergoing all the training he's been through since the release of Dragonball Super.

From what I can recall, Base Goku has done next to nothing to determine he's so powerful. Aside from the obviously ret-conned Battle of Gods & Fukkatsu no F -and Toeis absurd portrayal of Base Saiyans, Base Goku in Dragonball Super has done nothing. He wasn't able to land a single shot on Beerus. Even if Beerus stated Goku absorbed the energy into himself, it's contradicted by a more reliable character; Whiss, whom affirms Goku's Base transformation Post-God is not anywhere close to his Saiyan God power.

Using my chart also keeps the power-scaling down tremendously. It makes Frieza's gain more logical and makes it possible for Piccolo to be somewhat relevant. Additionally, it doesn't contradict with the original Japanese Manga.

He didn't fight him in base in super. He did however punch and destroy:

So he fights 4th Form Frieza. All that dictates is that Frieza only increased to around Mister Boo tier, which means he only had to get to a few hundred times stronger as opposed to thousands of times. Well, that's only viable if you actually follow the implications of Db Super...
