I watched the anime series made in the 00s, as well as the two movies from the 80s (Golgo 13: The Professional and Golgo 13: Queen Bee). They're average at best as the whole series is just about a superficially badass assassin completing missions with no character development or major exploration. Even looking at it from an anthology perspective, its episodic characters aren't anything impressive either, and it seems the anime is a good reflection of what the manga's been doing for decades. The Queen Bee film is probably the best part of the franchise with its plot of political intrigue being more fleshed out than the other episodic stories, and even that's decent at best.
I guess you could get some enjoyment out of the anime if looking for some mindless entertainment, though if wanting to see a badass protagonist doing cool things, there are far many better alternatives.
