I don't think the waves would affect the outcome that much, especially considering the fact 21 was apparently less affected by the waves than everyone else.

Not quite. She used less than half her power to stomp him. Cell has also vastly powered up due to having trained in hell, and he is implied to be on par with Final Form Freeza, or slightly weaker.
