People like to underestimate Goten because of his age. Most casual fans like Youtubers can't accept that Goten is on par with SSJ Gohan at such a young age, and believe that he was "holding back" (even though Gohan was showing visible signs of effort such as sweating and panting).

It's basically the same argument as Tenshithands vs Krillin. Goten, especially in Toei media is treated like a pain in the ass who gets in everyone's way, same goes for Krillin. Tenshinhan, on the other hand, is always portrayed like a serious power: he's stronger than base Trunks in Movie 9 and he does important things in the manga. Piccolo is similar. He looks way cooler than Goten, and Toei always portrays him as BA. It's all about how they're perceived.

That's exactly it. To most casual fans, who have only seen the anime and/or the movies, Goten is an annoying little kid not significant enough for any important battles. To those same fans, Piccolo is a badass lone wolf similar to Vegeta but without Super Saiyan transformations. It's a popularity contest in simple terms. It doesn't matter if this entire site votes for Goten because Piccolo is going to be the favorite on YT.

But that doesn't change the fact that he also fell behind the Saiyans, kids included. At least in my opinion.

I think if the battle took place during the later GT years, an argument could me made for Piccolo, but nowhere in the Boo Saga.

I don't think there's anything to debate on this. Even those who're biased enough to believe the Gohan VS Goten feat means little ought to have the comprehension to know how things stand when Piccolo viewed the kids as their last hope when Vegeta died.
