Well I searched for his name and couldn't find it... but this is the old man that appeared in the filler preceding the Cell Games and that briefly fought Cyborg Tao Pai Pai.

Which character from part 1 he gets up to?

You mean Lao Chuu (aka. Lime's grandfather)? He put up a decent fight against Tao Pai Pai, though the latter was ultimately treating him with no concern. He ought to still be far above 23rd TB Chaozu and probably the likes of Old Piccolo Daimao or Chichi, but that's about as far as he goes.
