Majin Boo is not implied to be a very effective martial arts fighter. He typically gets blasted all the time. Without regeneration as a probably cause to keep him in the fight, he would probably get annihilated.

It's also not a very strong argument to say he's stronger than Super Saiyan 2 fighters. His ridiculous stamina and regeneration allows him to take beatings longer, and effectively appear like he's stronger

A serious Innocent Boo was also incapable of one-shotting Vegeta with an off-guard, angry explosion, at presumably, full power, because Boo is not implied to have powered up since.

It's OBVIOUS in the manga that a 2x gap is absolute stomp no matter the situation, and the only way to overcome that kind of gap is with extreme combination of strategy, technique or teamwork.

One-shot gaps are shown to be almost completely inconsistent when Goku goes from being KO'd in one knee to the stomach against Raditz to enduring a beating from Freeza, and Ginyu-Goku endures blows from a vastly stronger Vegeta without fainting when Reacoom got one-shotted by a 60,000 power.
