Does Piccolo come close to this level by the time GT rolls around?

While we know he hit a wall post CG, he always trains. At least according to Toriyama, so lets ride with that for now.

So 5 more years later he would probably be stronger than SSJ2 kid gohan
Nonetheless the gap would be smal and Piccolo has a brain that works properrly so I'll go with him.

Piccolo would finger-flick Broly at this point. SSJ Gohan-Baby believed Piccolo would make a good test of his new capabilities, implying that he's relevant to GT Goten/Gohan. That's only for Baby Arc Piccolo. In the later arcs, he's implied to be far stronger due to protecting Hell, which would suggest he's solidly above GT Freeza, Cell and Rild, especially since he came into direct contact with the latter. It could also potentially make him stronger than Hell Fighter #17.

In short, Broly's got no chance without his DBH LSS4 form.

Who knows what he's capable off. He can be as strong as base saiyans in GT which should surpass Broly IMO.
