Had Cell become on his Perfect form before he powered-up much further, had he been weaker?

This statement seems implying Cell would be equally powerful, since that's the purpose of Perfect form:

However, let's say Cell somehow sneak attacked the androids or used Solar Flare and managed absorbing them. How strong would he grow?

I'm thinking even on Perfect form at full power would barely surpass his Perfect form who took Vegeta's kick into the neck.

Also considering the computer doesn't have registration of Super forms, upgraded forms, etc. I'd think Cell growing much stronger on base form contributed on the final result.

My results for this version of Cell:

Second form Cell - Somewhat weaker than Android 16

Second form Cell (FP) - Still weaker, but very near Android 16

Perfect form Cell (initial) - Stronger than Android 16, but heavily weaker than SSJs 1st Rosat

Perfect form Cell (~Post warm up) - Considerably stronger than SSJ Vegeta/Trunks (1st Rosat), but weaker than Super forms

Perfect form Cell (~Post warm up/hypothetical power weighted) - Slightly above Super Vegeta

Perfect form Cell (~powered up) - Stronger than Super Vegeta by good margin, weaker than 50% Goku

Perfect form Cell (~full power) - between 50% Goku and Grade 3 Trunks

Perfect form Cell (~weakened) - Somewhat above Super Vegeta
