LSSjin Kefla is stronger than initial UI Goku and around the same level of 2nd/3rd use UI Goku.

SSJ Kefla was around the Spirit Bomb in power and Jiren handled it with power that was akin to a God of Destruction.

SSJ Kefla would ragdoll Toppo even worse than Vegeta did since she's above the realm of Super Saiyan Blue Kaioken while Vegeta is only equal with it. But if Toppo uses the Hakai that he used against Vegeta's Final Explosion, then he could take this match by himself.
