Goku only stated that Coola surpassed Freeza once he transformed, so 4th form Coola loses to anyone on the list. 5th form Coola ought to be 25-30x stronger than 100% Freeza by hax logic, so he oneshots everyone up to 2nd form Cell, who stomps him without powering up imo.
