Hellfighter 17 was a decent match for Base Vegeta (post Baby) if I'm recalling correctly. Going by a pure guess I would probably say 17 right now. Frost in his 3rd form was implied to be around Base Goku (U6) iirc, and I don't think this Galu is =< SBV1 like I think Base Vegeta (GT)/HF 17 would be.

U6 Arc Galu could still provide Beerus some entertainment in a fight, moreso than Enraged SS2 Vegeta who seemed to be far more capable than Goku's estimations of a fusion would be. Their fusion should also be far stronger than in the Boo Arc as well, given how their SS2 forms were already above Ultimate Gohan.
