Kuririn: “He’s st-strong…! What kind of training did Piccolo do…And he’s not even a Su-Super Saiyan…”

So what did Kuririn mean to say here? "He's not even [as strong as] a Super Saiyan" or "He's not even [capable of turning into] a Super Saiyan?

This goes to later statements about the SSJ power as well. Are they refering to a league of power or just to "The SSJ" when they talk about it?

I think Krillin is basically stating that Piccolo is so strong it's unimaginable what kind of training he did, since he doesn't have the Super Saiyan transformation to aid him and is still close to that level of power.

Yeah, I think it may be supposed to mean Piccolo is wielding a power only SSJs are capable of.

Plus, it makes more sense with what is seen earlier. Vegeta stomps the hell out of 19, Piccolo is shown doing the same to 20. Krillin probably made a connection.

Yeah it makes sense with Tenshinhan's statement of Piccolo and Vegeta powering up as well. If Kuririn is refering to Piccolo not being SSJ tier the scene would be about the Androids being weaker than expected instead of the scene being focused on Piccolo being a powerhouse.

Like everyone else said. Just hyping Piccolo's power who doesn't have a transformation at all. One can tell that this might foreshadow about Kamiccolo later.

He's saying that Piccolo is as strong as a Super Saiyan without the transformation. How is this possible is the jist of it. Piccolo is clearly up there with the Super Saiyans from his training. He's gotten incredibly powerful.

IMO it means Piccolo is wielding Super Saiyan tier power despite not being one.

Tenshinhan also says his power up is comparable to Vegeta's (which is years of training + Super Saiyan)
