High level Haki

In the most recent chapters of OP Luffy referred that Haki used by Rayleigh to defend himself from the elephant. He didn't know how to do that, thought that'd be worth using and even labeled that as high level haki iirc. But couldn't that be used by the Kuja sisters (Hancock's sisters), whose haki barrier couldn't even defend them from Luffy's G2? It doesn't seem a high level haki usage considering that.

Rayleigh's obviously must have appeared more advanced to Luffy.

Rayleigh's Haki must have appeared far more impressive than regular Haki, which is what the Boa sisters had. It's impossible to say why, but Luffy was able to tell that Rayleigh's version of Haki was far superior.
