Not sure how Hisoka can do anything to someone that's Small Star Level and vastly faster than himself, no matter what he plans. Bungee Gum isn't that OP against someone far stronger. Galu oneshots.

If it's equal power and speed, Hisoka wins via superior tactics unless Goku spams Shunkan Ido to the point plans become meaningless.
