It's contradicted by his previous statements on where the original Saiyan God transformation stands in comparison to Beerus. Super Saiyan God Blue surpasses the original Saiyan God transformation and Beerus was intimidated by the Kaio-Kenx2 that stacked on-top of his already more powerful Super Saiyan God Blue transformation, so the evidence really lies the other way.
As said above, Beerus seemed somewhat intimidated by x2 SSB Goku, so logically Hit, who ought to be at least equal to x10 SSB Goku ought to demolish Beerus unless later material contradicts such.
The only way Hit can be beaten by Beerus is if some asspull either allows him to get way stronger, or move during Hit's timestops with some ridiculous explanation.
I guess Toriyama doesn't consider Kaioken apart of Goku's power, otherwise Beerus fear of x2 makes no sense but something that happens later will most likely contradict that. Champa's team is supposedly frozen in fear about Champa wanting to destroy them which would include Hit after all.
The scaling that Akira Toriyama gave is viable for Battle of Gods but not for Dragonball Super. In Super we are not given any such indication on where Beerus actually stood in comparison to Goku's full battle power as a Saiyan God. All we know is that he's more powerful then anybody at the tournament. Regardless of what you choose to follow, you'll end up running into contradictions one way or another, so I guess it really doesn't matter at this point.
