Even without Tokitobashi, I'd probably give it to Hit. He wasn't lagging too far behind SSB Goku, who'd had enough training in between the battles with these two to be significantly stronger than the SSB Goku that was already rivalling Golden Freeza.

He was just strong because of his time leap? He was below SSB wheb he fought Vegeta

It was implied that Vegeta SSJGB should be capable of one-shotting him if he was capable of getting through his time leap.
