I guess it depends on how much power you think Goku was holding back here. But given how Tenshinhan was creaming himself about Piccolo's ki, I'd say he's substantially above Goku here.

Goku got up within seconds from a hard punch that Daimao was confident would have killed him. I don't see Yamcha doing that with how casual Chun was taking him. I mean, if the force from Chun's hand can ring Yamcha out then a punch is definitely killing him.
