How can Cell create a spirit bomb?

Im having a hard time quoting it in kanzenshuu due to my stupid device.

But anyway, how is it possible? From what I've remember that it was stated only pure heart can do it, Cell on the other hand is evil.

Opinion?

Perhaps he's able to alter his cells when using another fighter's technique to match their genetic makeup. Iirc, it was also just stated that the pure good heart's only necessary to bounce it back or counter it, which is thrown out the window due to Pure Boo.

Yeah, it was never stated a pure heart was required to use the technique.

Cell thinks he "probably" could use the Genki Dama, so even he seems unsure.

Possibly he can just ignore the detrimental requirements that would normally prevent him from using the technique due to his unique makeup.

The entirety of the need a pure heart seems to be the case of Movie 7 which brought it up. Seemingly this is never addressed in canon, its just that those with a pure heart can bounce it back and it hurts those who have evil hearts.

Maybe he would be able to create the Genki Dama, but he would not be able to use it. Or perhaps it would collapse on himself when he is ready to throw it.

Not necessarily a pure good heart is needed to use it, just a heart of pure something apparently. Many on F are convinced that Goku is not pure good, and his heart is just pure warrior spirit.

Cell is an artificial being, it is in his programming to commit evil acts. From his perspective he is only doing what is in his nature. That could make him not technically evil. Or it could be that he has no true free will and acts upon his programming, thus making him neutral in a way.

As long as the world continues to provide stupid energy, yes, Cell can create a Spirit Bomb.
