How did Evil Boo know about sensing ki?

Fat Boo couldn't sense ki.

That's a possibility. Fat Boo didn't transform after he ate Dabura while Pure Evil Boo did transform after he ate Good Boo.

No he didn't. If he did, he would have found Piccolo and the others after he regenerate.

His body becoming more attuned to fighting and gaining far more intelligence were probably major factors when combined with his ability to quickly replicate his opponent's technique. Ki sensing isn't that hard to the more talented fighters, after all, considering Vegeta quickly picked up the ability after the battle on Earth.

Fat Buu probably could sense chi, but wasn't smart enough to put two and two together that the most powerfully concentrated chi in one area(kami lookout), might know where the strong warrior Goku had promised him was located.

He probably couldn't sense due to his low IQ. He couldn't even tell how strong Goku and Basil were until he fought them.
