How is Burter = to Jheese and Reacoom?

Krillin tells us that the 3 of them have similar levels of ki. Strictly in terms of battle power they are equals. We also know that in general, more speed = more power. We see Burter having the ability to attack 3 times in the same amount of time that Jheese can attack once.. With all of that said, how can Burter be equal to these two? With the same ki as Jheese but with 3x the speed, shouldn't his attacks hit much harder?

Considering they're described as being mutants, it could be that there's no real linear correlation for them and they each have strengths in stats compared to the other. We also see during the same group of chapters that a 90k Galu is faster than a 120k Ginyu, showing that things such as speed can be boosted beyond what they'd normally be at your battle power under the right environment or training regimes. Also, the kinetic energy of greater speed ought to not scale linearly with Ki when considering other scientific concepts such as energy values don't and the only thing stated to scale all stats completely linearly is Kaio-ken.

The way I see it, Butta has the greatest speed of the three, but probably the lowest base attack power and durability, Reacoom has the best strength and durability but is the slowest and Jheese is perfectly balanced as all things should be.

Ki is simply one’s life energy, most warriors require training in order to channel their Ki for attacks, speed, blasts, flying etc. In the case of the Tokusentai, they are mutants; genetic freaks born that way. Burta may be faster than Recoome or Jeice, but his punches aren’t implied to have the same weight, specially when compared to the tank that Recoome is.

From the little we saw from them, I’d say Burta is the fast one to Recoome being the big one and Jeice being the tactical, balanced one.
