The original time difference between each Budokai was originally 5 before it exploded in popularity due to the 21st TB, so it's not that surprising. Earth's populace probably weren't ready for another tournament after the Cell Games for a while, not to mention there wouldn't be many people thinking of challenging Satan so soon after he "defeated" Shello.

It likely still caused some paranoia to those of the superhuman tier. That, as well as the finals of the 23rd TB being one they'd know they couldn't live up to.
Also, maybe they didn't hear the Budokai got revived during 24th and 25th. For all we know, we could've had a superhuman fighter like Namu or Pamputto enter one of the later tournaments only to be wrecked by Boo.

It's more likely due to age and being hopelessly outclassed by Goku and co. that they stopped participating.

The Tenkaichi Budokai becoming more of a commercialized event might have something to do with it as well.

How can they be considered monsters when they were up against Goku, Vegeta, Gohan and so on? They can be around the same tier as the early DB contestants, they just have no chance against fighters who can destroy planets.
