How much power was Cell using against Goku?

It's never exactly stated how much Cell powered up when he goes full power, so how much do you think he was using against Goku? 50%? 70%?

I’m currently revisiting my Cell placement so idk. When I went with the SEG I had him at 70% to mirror the scale from the BoG movie:

Goku: 6
Cell: 7
FP Cell: 10
SPC: 14
SSJ2 Gohan: 15

But I don’t go with this anymore.
