That's possible, but later-on just before Kuririn fights Goku, he says he can definitely win, and he knows it. It didn't seem like false confidence to me.

That's something Solodolo on Neoseeker thinks, and yeah that's possible too. Tao could have just gotten over-confident in himself. When he says he'll get serious against Goku, he says something like it's good for health to be doing that every now, and then which could mean he never really ever got serious before.

The more I think about it, the more him weakening makes sense. Why would he out of the three old guys (Roshi, Tsuru and himself) remain at his full power while the rest got weaker? I think he'd weaken with age.
