How strong are Krillin, Yamcha, Yayirobe and Chaoz (BoZ) compared to the TB23 fighters?

^ Kuririn and Yamcha were already closing on Young PD, their Z selves definitely aren't far below him.

I would say thet are moderatedly stronger, nothing implies they've made considrable gains.

He said it wasn't as good as his power or that it was barely any different from before IIRC, so it isn't like his speed was the same .

Yamcha is most likely no stronger than he was at the 23rd TB, which was more of less on par with Prime Daimao. Kuririn is obviously far stronger given the scouter readings.
Yajirobe and Chaozu could be anywhere between 140 and 170 battle power-wise (unless grasping at very minor implications of Roshi having made Manly GAINZ) and how that would relate to Piccolo Daimao is impossible to say. Given Chaozu's tendency from the 23rd TB and onward to lag considerably behind the main human trio, I'd say he'd be at best above FP Old Daimao, but below his Initial young self. Yajirobe would probably be weaker given he wasn't noted to have made any major strides between the Piccolo Daimao Arc and his training with Kami.

While Kuririn and Yamcha weren't worlds apart compared to Young Piccolo Daimao, as implied by them still tracking weighted Goku's movements, they are still considerably below, as they were surprised by their initial exchange (where all they had to base their prowess on was their speed) and baffled when Tenshinhan commented on how Goku is slow. So if they have made moderate gains in those 5 years (Kuririn is implied to have powered up considerably considering his advantage over Yamcha), I think they are approaching Young Piccolo's level, with Kuririn being basically there.

As for Chaozu, if we take Roshi's statement on him not competing with the Z fighters as also applying to Chaozu, he should be above 139, unless we assume Roshi has underwent a considerable power up since the 23rd Budokai (which can be made a case of based on him being apparently confused at the scouter reading indicating Kuririn could clobber him). We are left clueless towards Yajirobe's power, as he has presented little to nothing beyond his introduction, being easily one-shotted by Shen. Maybe one could make a case for him being at least above ~40% old Piccolo Daimao, as he still accepted the invitation to participate in the Tournament already knowing Goku got powerful enough to outclass that display of power.

The humans always seemed to surpass or at least match the highest power of the previous arc. I would guess BoZ humans are at least on par with Kami.

That would seem pretty doubtful other than for maybe Tenshithands, seeing as how it'd otherwise make Kami confirming they had all surpassed him several months later pretty redundant.

Then again, he bothered to bring up getting surpassed without realising it by the Saiyans and Piccolo as if it meant something in the Cell Arc, so maybe he has too much of a godly opinion about himself.

He told Yamcha at the 23rd that he wouldn't need that much training to surpass him. 5 years seems pretty reasonable for that.

Whilst that's true, the difference between Yamcha and Kuririn would suggest Yamcha didn't put those 5 years to good use.

No, but Raditz was the last one. Once Namek comes around the humans are ousted for Vegeta and Piccolo to get their asses kicked until Goku shows up to save the day.
