I would have them a bit weaker than Young Daimao, as they still seemed to hold Goku's speed vs. Daimao with high regard. However, the fact that they were able to follow Goku and Tenshinhan's movements showed that they are at least close.

All relevant humans in Piccolo Jr. Saga with the exception of Chichi are above Piccolo Daimao in my opinion.

In my current non-scouter list, I have both Yamcha and Kuririn in the 23rd Budokai 140x stronger than in the 22nd Budokai. I know it's a bit too much, but factoring all of the statements and feats, as well as considering Goku got stronger by recovering from death, I think it's a fair increase.

It's stated that Goku used the RoSaT to become as strong as he was in the Piccolo Jr Saga.

90- 95% of Piccolo Daimao. I take Piccolo Jr.'s statement about showing Krillin a little of his true power to mean Piccolo (vs Krillin) > Piccolo Daimao and Krillin still put up a decent fight against that level of power. Yamcha knocking Shen off his feet and damaging him a bit is no feat too sleep on either (although Shen seemed to be trolling Yamcha). Krillin and Yamcha just said Goku was incredibly fast, they could still see the movements that doesn't need to mean his speed was above their's.

Yamcha at the very least considers goku and tenshinhan's speed when they were holding back impressive. The same speed that's said to be on par with goku vs daimao. When tenshinhan ups his speed they can't follow him, but they both have trouble following goku who hasn't upped his speed.

So I'd say they're probably both in the same ballpark as young piccolo daimao. Just maybe not as strong.

Goku is stated to have gone in for a month (so 2 hours) before he couldn't take it. He probably didn't gain that huge an increase, considering how strained he was by 10x gravity even as an adult (albeit with weights, but weighted Goku in the 23rd was already slightly faster than PD arc Goku).

A tier below Goku (Sacred Water) and Young Daimao given how they still held Weighted Goku's speed on a pedestal which was said to be no greater than it was 3 years ago:

Goku (Scared Water) vs. Young Daimao
Goku:
  • 1,900 (Pre-Sacred Water)
    16,000
Piccolo Daimao:
  • 3,800 (old; <50%)
    8,000 (old
    10,000 (suppressed)
    14,000
Mr. Popo: 50,000
Kami: 100,000

23rd Budokai
Goku:
  • 8,500 (weighted; suppressed)
    20,000 (weighted)
    50,000 (unweighted)
    150,000

Krillin: 12,500
Yamcha: 12,000

Tenshinhan:
  • 20,000 (suppressed speed)
    25,000

Chi-Chi: 8,000
Chiaotzu: 5,000
Yajirobe: 6,000

Kami:
  • 50,000 (Shen)
    80,000

Cyborg Tao: 10,000

Piccolo:
  • 18,500 (initial)
    65,000 (powered-up)
    150,000

King Chappa: 1,000
Preliminary fighters: 50-100

Yamcha and Kuririn holding Goku's weighted speed on a pedestal is really a good point about they not being stronger or equal to young Piccolo Daimao yet. But I think this is still debatable, since Popo pretty much called Goku trash, while Kami praised Yamcha.
