I assume there would be a limit to how powerful cell would be come by absorption. Otherwise why even bother with the androids?

Probably because his main aspiration was to achieve his perfect form and become the self recognized, best fighter -which can simultaneously dismiss the idea that he was after power.

In my books, the average human's PL is 0,05 and Cell became about 500 million stronger by absorptions, so he absorbed 10 billion humans.
I guess the DB Earth has a much larger population than ours and Cell could just open his tail like a vacuum and suck many people at once,
otherwise he'd need decades to absorb so many people.
