A power level of 180k was enough for Ginyu and Jeice to think that Goku was the legendary warrior Freeza was afraid of. Does that mean they expected Freeza's power to be around 175k-200k?

No. It just means Goku was really strong. Ginyu later said Goku was not a SSjin yet.

To be precise Ginyu said he might be the SSJ after Goku already said his power rises way higher in bursts, so 180K definitely isn't enough to be inching close to a SSJ at all.
