How strong is Giran?

I think that Giran's most important feat was being able to block Goku with his arm. Goku put a visible amount of effort into his attack, yet he needed another attack to be able to hit Giran. So how far would Giran be from the likes of Namu?

Stronger than Yamcha and the gimmick fighters (Bacterian and Ranfan) but weaker than anyone of any real note from the 21st Budokai (Goku, Ktillin, Jackie Chun, Nam).
