Steve Simmons still spoke Japanese well enough to enter the field of translating official anime subs over a decade before Herms made strength checkers and the like. He probably wasn't born in Japan, but he can understand and process the language to an extent that he can translate professionally - Herms has often had trouble making direct translations and admitted to having to look up Viz and Simmons' translations while writing his strength checker. His word is still as valid as any well-respected fan's, but make no mistake, he's not a professional translator.

Yeah, I see your point about Steve Simmons. He must have had some kind-of understanding of the language, in-order to become a professional anime-translator for FUNimation, but from what I've seen, at-least from seeing his posts, Herms seems to have a decent understanding of the language, and phrases & nuances (of the language), too.
