How strong is sick Goku during the Androids Saga?

At that point there's nothing to really say either way. Only that he's far weaker than gohan and piccolo expect.

Because the androids don't know about SSJ they could have been weaker than even furiza. It's always been the debate about that section, because there just isn't enough to say for sure.

Doesn't this argument work against you? Tenshinhan is flabbergasted by Goku's resting ki, does that not imply that it';s above what he sensed before? He also acted like it was the first time he had even seen the SSJ transformation.

He's probably referring to tenshinhan's reaction the volume before when he remarks how amazing goku's chi is when he isn't even fighting.

So that definitively implies that goku's chi vs 19 is greater than him transforming to show trunks. But it also implies that his strength @ trunks isn't his full strength.

There's no evidence either way.

The only takeaway is Goku isn't as strong as he should be. That doesn't necessarily mean he was displaying less power than he did 3 yrs before.

Goku was nowhere near full power when he faced off with Trunks, whom didn't even attack him at full power. So it's implied that the only comparison for sick Goku's strength is completely unreliable. Simultaneously, this makes Piccolo's gains during the 3 year break more logical.

I was unaware that Goku could suppress/change his Super Saiyan ki. Resting/fighting ki is one thing, but the amount of ki shown while resting should be consistent until the form is mastered. Therefore Goku @ 19 prior to fighting should have the same percentafe of strength as resting Goku after Yardrat.

I wouldn't necessarily place too much emphasis on the humans and their Chi sensing abilities. Having looked further into it, Perfect Cell required fighting Kid Gohan SSj2 in order to know that he was no match for him, Semi-Perfect Cell has to fight Vegeta SSjG2 in order to know he was no match for him, the list goes on and on. Besides, the humans are so far behind the Super Saiyans that it can be reasonably argued that they would have a hard time figuring out whose stronger then who -which makes more sense because stronger fighters still have a hard time gauging where they stand in comparison to others. For them, it would be like standing below two skyscrapers and trying to determine which is taller.

A fully powered Perfect Cell believed that his power had surpassed Kid Gohan's. This implies suppression.

Krillin knew based on a held-back kick from Cell that he was going to crush Vegeta. He also somehow sensed that Trunks was hiding an entire transformation. I wouldn't just exclude the humans simply because they're weak.

Gohan wasn't suppressed. He used enough power to crush the Cell Jrs and never had to exert himself any further until Cell powered-up.

It can be reasonably argued that he was suppressed. A fully powered Cell, presumably, surpassed Kid Gohan SSj2's initial battle power.

We have already established that it's subjective. He may or may not be weaker than he was when he first arrived on Earth, nothing is wrong with that. In fact, it makes more sense that he isn't.

He's probably on par or even weaker than Android arc. Piccolo, judging by his feats against No.19, which makes him much weaker than Trunks.
