How strong would 2nd form Freeza and Perfect Cell be on Vegeta's mind?

I mean, when they hadn't appeared yet. How strong do you think Vegeta imagined them to be? Vegeta has at least the notion of Freeza being able to transform and that how strong Semi Cell and 18 were. Yet, he allowed them to transform or absorb 18 and still thought they (him, Krillin and Gohan in the case of Freeza) could manage something and/or he would defeat him (in the case of Cell).

I would think he would at least expect Freeza to get the same boost Zarbon got, so he would at least be in the 700,000s.

As for Perfect Cell his expected level is probably the same as the fake ki he was giving off that 16 read.

He expected Freeza to get a minimal boost from transforming.

As for Cell, he probably just expected Eighteen's power to be added to his.

Freeza would probably be similar to what Zarbon got in his mind.

I don’t think he had a specific level in mind for Cell. Could be 10%, could be 2x, he just didn’t believe it could surpass him.
