How would you handle fusion?

It's pretty clear that fusion, especially Potara, is overpowered and broke the tension of the franchise somewhat when it became a major get out of trouble free card. That said, what kind of limitations would you put on it beyond the time limit if you were the author? (No answers of "Just don't have it. /thread")

I'd make the synchronisation aspect of it a far more prominent aspect. Rather than just combining the traits of each fighter, I'd make it so that they couldn't bring out the full power of Fusion or their own special Ki attacks without already having excellent teamwork with their partner prior to fusing. This would lead to some additional character development between Vegeta and Goku, as well as the kids' training consisting of more than just learning a dance. It would also bring in the necessity for characters to either learn each others' techniques or create ones unique to their fusion like what Gotenks has. I'd also make it so that the consciousness of each fusee was still separate after the Fusion and the fusion could only be maintained well by the two trying to work together as one mind.

Seriously, i think sycrony should be a fundamental factor in fusion. They should match on not only power, but personality, techniques etc. The fusers having far different personalities should result on a fusion with a unstable personality. Bad teamwork should make him a unskilled fighter, etc.
