...is an AT's way of making Goku/Vegeta into the top dogs again, because he regretted ending the old series with them being weaker than
Gohan. But, there would be no need if Beeruses statement about fun just retconned the previous order of powers. So, i think we can accept
that, even at the beginning of BOG, Gohan was still no1 and AT didn't give that statement as much thought as we do.

There is nothing to establish that Gohan was the strongest in the series, even in the original Manga's serialization, nothing definitive at least. In addition, I highly doubt Akira Toriyama gives two shits about who winds up being the strongest, rofl.
